The Lead Oracle Programmer is responsible for the life cycle sustainment (maintenance, administration and management) of the Corrosion Control Information Management System (CCIMS), a Java servlet and Oracle-based web application.  This position supports the US Navy at the Aircraft Carrier Planning Activity (CPA) at Norfolk Naval Shipyard in Portsmouth, Virginia.  This application is used to record, store, plan and report inspection and repair data for select systems on aircraft carriers, surface ships, and submarines.  Analysis of the CCIMS data supports life-cycle engineering studies; development of age-related degradation curves to support maintenance requirement decisions; facilitates generation of workload predictions to align maintenance with resources; and provides historical performance data used to assess risk of work deferral.  These abilities will allow life cycle maintenance plans that enable the ships to achieve their design life.
 

DUTIES AND QUALIFICATIONS
Provide programming solutions for evolving data and functional requirements that requires Database analysis, design, and development.
  • Create functional documentation that includes estimates for software development and coordinate user test plans.
  • Review, analyze and recommend changes to program management processes and implement process improvements to enhance program management and configuration control.
  • Maintain software documentation, develop software release packages, and prepare training materials for software users.
  • Develop code to fix "broken" functionalities resulting from installation of patches or software releases.
  • Develop scripts or queries to mine databases. Build queries/functions/procedures /tables/views utilizing Database Management tool (Toad). Participate in meetings to plan releases and accredit systems. Provide end-user support for Ad Hoc queries utilizing Database Management tool (Toad).
  • Manage user accounts, including establishment of user roles as required and providing help desk support for responsible systems. Perform server and database administration and programming.
  • Develop training materials for application users. Advise CPA management, software developers, database administrator, network engineer, and system administrator on alternatives and implications of new software and systems. Participate in conferences or discussions, including engineering problem solving conferences.

Experience Requirements:
  • 10-years of experience in the IT field with emphasis on software development and sustainment
  • At least 5 years of concurrent experience with server and database administration and programming in Oracle, HTML and Java platforms
  • Desired: Experience with relational database design and development
  • Desired: Experience with Oracle/MS SQL server and Oracle Access Manager (OAM)
  • Microsoft Operating System and Public Key Infrastructure (PKI) requirements
 
 Educational Requirements: 
  • Desired: BA/BS in relevant discipline
  • Meet requirements for certification as a member of the DoD Information Assurance Workforce at Information Assurance Technical (IAT) Level II (per DoD 8570.01-M).This requires one of the following IA baseline certifications:
a) Security+ or
b) GSEC or
c) SSCP or
d) CCNA Security
  • an Oracle computing environment certification (Oracle PL/SQL Certified Associate, Oracle Certified Professional, Oracle Database SQL Certified Expert, etc.) or certification in a software development language (Java, MCTS .Net, etc.)
 
Security Requirements:  
US Citizenship AND Top Secret Clearance or Secret Clearance with eligibility for Top Secret.
